Best Document Management Software for Life Sciences (2026)

Regulatory document management software controls the documents that end up in a submission: drafts, reviews, approvals, effective versions and the history behind them. The right system depends on where those documents go next.

If your documents feed an eCTD submission, the link between the approved version and the submission matters most. If they are SOPs and quality records, the link to training and CAPA matters more. If you already run a RIM suite, evaluate its document layer against your actual source and output requirements. There is no universal winner across those jobs.

Disclosure: Assyro publishes this comparison and makes Assyro DMS, which is listed first. This is a documentary comparison based on each vendor's public product pages, checked in October 13, 2026. It is not a hands-on benchmark. Vendor statements are reported as vendor statements. The numbered order is a shortlist, not a measured ranking. Application scope and published commercial details are distinguished from unobserved behavior; prices need a matched proposal.

The shortlist

  • Assyro DMS: regulatory document management connected to eCTD authoring and validation, for small regulatory teams preparing FDA, Health Canada or EMA submissions.
  • Veeva QualityDocs / Submissions: content management on the Vault platform, for companies that want quality and regulatory content in one connected suite.
  • MasterControl: document control inside an established eQMS, for quality-led organizations.
  • SimplerQMS: cloud eQMS with a regulatory document management module, for smaller companies that want quality and regulatory documents in one system.
  • EXTEDO: a regulatory DMS in the EXTEDOpulse suite, next to EXTEDO's publishing and validation tools.
  • Freyr (freya fusion): freya.docs alongside registration, reusable-content and submission modules; scope services separately.
  • Kivo: cloud DMS, RIM, QMS and eTMF for emerging and mid-size biotech.
  • Montrium RegDocs Connect: eCTD-aligned regulatory content management for lean teams, built on Microsoft SharePoint.

What regulatory document management software has to do

A file share stores documents. A regulatory DMS has to show which version was approved, by whom, for what purpose, and what happened to it afterwards. Use these requirements as the baseline before you compare vendors.

  • A controlled lifecycle: draft, review, approval and effective states, with superseded versions kept and retrievable.
  • Version control that ties each approval to the exact revision that was approved.
  • An audit trail: secure, time-stamped records of who created, changed or approved a record, without hiding earlier information.
  • Electronic signatures that show the signer's name, the date and time, and the meaning of the signature on the signed record.
  • Role-based access, including for external reviewers and consultants.
  • Structure and metadata that match how you file, for example eCTD sections or the EDM reference model.
  • A defined handoff to publishing: how an approved document becomes the file in your submission.
  • A reviewable export and retention plan: identify which metadata, versions, signatures and audit evidence can move natively and which original records must be retained.

For the regulatory basis behind the audit trail and signature items, see our 21 CFR Part 11 compliance guide and 21 CFR Part 11 audit trail requirements.

A note on Part 11 claims

Several vendors below describe their software as “21 CFR Part 11 compliant”. FDA does not certify software for Part 11. Part 11 applies to records and to how a regulated company uses a system, so compliance depends on your validated configuration, your procedures and your records. Treat a vendor's statement as the start of a question: ask what validation evidence they provide, which controls you configure, and which tasks stay with your team.

The products

1Assyro DMS

Assyro DMS is a regulatory document management system for pharma, biotech and MedTech teams, part of the Assyro AI compliance platform. It provides version control, review and approval workflows, audit trails and electronic signatures, and links documents to eCTD sections. That connects document control to Assyro eCTD, which covers authoring, validation and submission. The Part 11 document control page describes the record and signature controls.

Best fit: regulatory teams whose controlled documents feed an in-scope eCTD workflow; demonstrate the chosen revision all the way to output.

Where others are stronger: approved Assyro eCTD scope is v3.2.2 for FDA, Health Canada and EMA centralised, and v4.0 for FDA and EMA initial MAA. Health Canada is live without customer filing evidence. Do not infer support for every EU procedure. SOC 2 is in progress, not certified. A full quality, clinical or global registration project requires its own application evaluation.

Compare Assyro DMS with Veeva QualityDocs in detail

Demo test: approve a document, create a new revision, and check that the earlier approval still points to the earlier revision and that the audit trail shows both.

2Veeva Vault QualityDocs and Veeva Submissions

Veeva describes Vault QualityDocs as a regulated quality content management solution that manages GxP content through its lifecycle, with audit trails, automated workflows and controlled sharing with external parties. On the regulatory side, Veeva Submissions covers planning, authoring, review and approval of submission documents, with versioning, approval workflows, real-time co-authoring and content plans that match documents to a submission outline. Both run on the Vault platform next to Veeva's registrations, publishing and archive applications.

Best fit: teams evaluating quality and regulatory content applications together, including those already using Vault. Veeva also offers Basics editions aimed at emerging biotech (Veeva announcement).

Where Veeva is stronger: separately named quality and regulatory applications, with related training, publishing and archive scope. Confirm the actual Basics or configured application set; a platform name does not include everything. Test ownership, access and source/output relationships across applications.

3MasterControl

MasterControl's document control software handles approval, distribution, retrieval and obsolescence of documents, tracks revision history, keeps a time-stamped audit trail, and connects document control to training, CAPA, supplier management and audits in its quality management system. MasterControl states that its electronic signatures are Part 11 compliant; read that with the note above.

Best fit: quality-led pharma and medical device organizations whose main document load is SOPs, training and quality records.

Where MasterControl is stronger: documented quality-process and training relationships that matter for SOP-centered control.

Where to check: name the publisher and any separate Regulatory Excellence scope. MasterControl also describes current AI offerings; qualify the actual application and licence. Demonstrate the approved revision and retained evidence at the handoff.

4SimplerQMS

SimplerQMS sells a cloud eQMS for life sciences with a regulatory document management module: a central repository with search, lifecycle workflows from creation to archiving, version and revision history, time-stamped audit trails, Microsoft Office editing, eSignature approval and an API for other systems. The vendor describes the software as pre-validated and says validation documentation, including IQ, OQ and PQ, is available for audits.

Best fit: smaller pharma, biotech and medical device companies that want quality and regulatory documents in one configured cloud system, with vendor validation documentation assessed against their intended use.

Where to check: demonstrate the required publisher handoff rather than inferring absence from a DMS page. Current public pricing starts at USD 17,500 annually for up to 15 users, with distinct access roles. Confirm which reviewer/publisher actions each licence permits and what services the quote includes.

5EXTEDO

EXTEDO's Document and Content Management Hub is part of the EXTEDOpulse suite. EXTEDO calls its core Regulatory DMS a validated, life sciences-ready document management system, offers an eDOCSmanager Regulatory module for managing documents through the submission lifecycle, and sells a library of eCTD Word templates. Publishing sits in the separate EXTEDOpulse Submission Management Hub, which covers compiling, validating and publishing across eCTD v3, eCTD v4 and many other formats.

Best fit: teams that want a regulatory DMS from the same vendor as a broad publishing and validation toolset, especially for European or multi-format submissions.

Where EXTEDO is stronger: a separately named publishing portfolio for additional required formats and profiles.

Where to check: current primary documentation describes the DMS/publishing handoff, source relationships and Where Used behavior. Test the configured revision transfer and interrupted-handoff recovery. Obtain separate DMS, publisher, profile and service lines.

6Freyr (freya fusion)

Freyr is a regulatory services and software company. Its freya fusion platform names freya.docs for documents and freya.submit for submission work, alongside registration and reusable-content modules. SUBMIT PRO is another separately named Freyr publishing product.

Best fit: buyers assessing broader regulatory registration, content and document relationships. Include outsourced work only when its actual deliverables and responsibilities are in the proposal.

Where the portfolio is broader: named registration, document, reusable-content and submission modules.

Where to check: qualify each module and source/output relationship. Do not use SUBMIT PRO prices to price freya fusion, or use an intelligence market count as a publishing-profile guarantee.

7Kivo

Kivo offers one cloud platform for document management and related RIM, QMS and eTMF scope. Its submission workflow describes preparation and a publishing partner handoff. Obtain the actual security report and control scope rather than treating a certification headline as deployment evidence. It publishes sample pricing scenarios on its pricing page.

Best fit: teams evaluating document control and related regulatory/quality/clinical applications together, with an explicit publishing partner.

Where Kivo is stronger than Assyro: separately named quality and clinical scope in the proposed platform. Match the included module and licence to the requirements; do not silently import a sample QMS price into a RIM purchase.

Where to check: how documents become a published eCTD sequence, and who does the publishing. See also Assyro RIM vs Kivo RIM.

8Montrium RegDocs Connect

Montrium describes RegDocs Connect as RIM software for lean teams: submission content plans, Word templates, review and approval workflows, tracking of health authority correspondence and commitments, and an archive of submitted sequences. Content is aligned with the eCTD and EDM reference model and is exported to other systems for backbone creation and eCTD publishing. RegDocs Connect is part of Montrium's Connect suite, built on Microsoft SharePoint, alongside eTMF Connect and Quality Connect.

Best fit: small regulatory teams that already work in Microsoft 365 and use an external publisher.

Where to check: test the documented ZIP/Excel export in the actual publisher, including metadata and revision reconciliation. Agree Microsoft 365 administration and approval ownership, and price activation, subscription, migration and the separate publishing workflow.

Compare the full document-to-output cost

Request matched application, user/role, environment, publisher, regional-profile, support and service terms. Include training or quality modules only when they are required. Assyro publishes custom pricing with unlimited users; that does not establish a total-cost advantage. SimplerQMS publishes a minimum annual price, while other proposals require their own scope. Leave unavailable amounts blank.

Add internal document cleanup, configuration, intended-use acceptance, reviewer training, integration operation, release review and exit/retention work. For a publishing service, define source-readiness, review rounds, amendments, rush work and release ownership. Compare the same accepted outcome rather than a DMS licence with an entire quality or regulatory suite.

Keep original evidence and record ownership clear

Inventory documents, identifiers, metadata, versions, approvals, signatures, audit trails and links to filed packages. Agree which system remains authoritative for each record class. An upload does not establish native preservation of historical signatures or audit evidence, and coexistence does not imply a live connector.

Map an authorized sample, retain originals where required, and reconcile counts, permissions, approval links and source/output relationships. Test a superseded revision, a rejected approval and a changed filed document. Regulatory, QA and IT should approve exceptions, cutover, continuing reconciliation and rollback before retiring the prior system. Decide how records remain readable after licences expire.

How to choose

  • Your documents mostly feed FDA, Health Canada or EMA submissions and the team is small: start with a DMS connected to authoring and validation, such as Assyro DMS, and compare it with Kivo.
  • Quality owns document control and the main load is SOPs and training: start with MasterControl or SimplerQMS, and plan the handoff to whoever publishes.
  • You are standardizing on one enterprise suite for quality and regulatory content: evaluate Veeva Vault, and EXTEDO if broad format support matters.
  • You work in Microsoft 365 and outsource publishing: look at Montrium RegDocs Connect.
  • You want software and regulatory services together: talk to Freyr.

These are starting points, not verdicts. A small company with many products can need more than a larger company with one program.

Run the same test on every shortlisted vendor

  1. 1Create a document from your own template, route it for review, reject it once, and approve the second revision.
  2. 2Check the signature on the approved record: printed name, date and time, and meaning.
  3. 3Create a new revision after approval. Confirm the earlier approval still points to the earlier revision.
  4. 4Remove a reviewer's role while their session is open, then try to sign again.
  5. 5Export the document with its audit trail and check that nothing is missing.
  6. 6Show how the approved version becomes the file in your submission, and what happens if it changes afterwards.

Use the multi-vendor evaluation worksheet to retain expected behavior, observed results, evidence and decision owners. The result fields are blank until your team runs the pilot. Test denied actions and failed handoffs as well as successful paths.

Record what you saw for each vendor, not what was promised. For more on structuring the evaluation, see our guide to document management software for regulatory affairs and the best regulatory affairs software comparison.
